Someone sent me this photo taken from Sooke, I'm thinking House Sparrow/Finch, any second opinions?

Interesting bird. My first thought was escaped canary, because I don't think leucistic birds are normally yellow (correct me if I'm wrong). Google images has some pictures of leucistic House Finches that look similar, but the bird in your picture doesn't have any hints of streaks on the chest, usually there is some faint pattern in leucistic birds.

Xanthochromism is the term for excess yellow colouration. In budgies and other cage birds these are know as Lutinos.
Not a detailed enough picture for me to tell what it is, but normally canaries will be banded.
