Yes, this is a female Common Goldeneye.

The bill of the Common Goldeneye is mostly black with a yellow tip, while that of the Barrow's is mostly yellow.

Thank you, David. Yes, sometimes, it's difficult to see the colours in the afternoon in winter. We've had dark foggy days in Courtenay this week. :D
