 Post subject: Gull Banding

On Sunday March 25th on Saanichton Spit in the Victoria area I spotted an adult GW gull hybrid with banded legs. I've never seen bands on a gull, most banding projects seem limited to raptors, waterfowl, or songbirds.
Does anyone know who might be researching these animals? Has anyone ever seen another gull with bands?
This bird had a red band on the left ankle, and blue on the right ankle with a black band further up the right leg.
