Mystery bird at Race Rocks

This very dark bird appeared to be causing alarm amongst the gulls on Great Race the other day (seen on the webcam). It was not an eagle or peregrine and its shape was definitely not hawk-like. I thought maybe a Skua. It was Jaeger shaped but had no long tail feathers. Only a blurry picture but considering it was on the webcam and a fast-moving subject, then its not too bad

Your suggestions as to ID would be appreciated.

It is tough to size this bird from the photo, but it looks too small for a Skua.

My long shot guess, by the behaviour, white patches, and angled head, would be a dark Parasitic Jaeger.

I'm sure others will weigh in as well.
