I found this Crow around our house. It has a white line on its tail, and symmetric white marks on its wings. Very odd looking.

Is it just abnormal pigmentation (amelanism) or could it be some hybrid?

Those look like fault bars to me. If a bird goes through a period of stress while growing in new feathers, like starvation or sickness, then the bird won't be able to form feathers properly, and they will be weaker and less pigmented than parts of the feathers that grew when the bird was healthy. If the fault lines on the tail all line up, that means all feathers grew in at the same time, so the bird is either still has juvenile feathers, or had all the tail feathers lost in some sort of accident. Last weekend I saw a Bushtit with no tail, it looked very odd.
