Saw this bird at Roberts Memorial Park on Tuesday. Can't seem to figure out what it is. You can't really tell from the photo but its eye is red. Sorry for the picture quality, it was at the extreme edge of my lens.

I agree that it is a grebe, but I would say a Horned Grebe, probably a juvenile mainly because you say it had red eyes (pied-billed has brown eyes). Also the bill appears to be long and narrow, a pied-billed’s bill (that sounds weird :)) is short and chunky.
