Spotted Dec. 21 15:30 Beacon Hill Park Victoria,BC.

Not a good image at all. I was very far away and the lighting was terrible. I didn't want to risk agitating the owl to get a better/closer angle. Is this a Short-Eared Owl? I've only ever seen them on the mainland at Boundary bay, never Victoria. Wings seemed white with greyish black patches; Short-Eared Owls I've seen at Boundary Bay seemed much browner.

If you are going to find a Short-ear in urban Victoria, that park is the place to do it. I have seen them there several times over the years.
