Since the upgrade to this site so far I've only replied to other posts. I wanted to start a new post but cannot find the tab to start a new topic.
I see that at the bottom of a topic it tells you what you can do, i.e. start a new topic, but there is no link (tab, button ... whatever) to click on to allow you to start a new topic. There is only a tab to reply ... help!

Below the reply tab, select the link to return to announcements. In that page, select button to add a new topic.
