Merlin tells me this is a rough-legged Hawk but solid ID's of raptor's are difficult for me.
Captured this weekend at Boundary Bay Dike.

Hopefully some of you more familiar with these Hawks can chime in. It definitely has the bend at the wrist which Rough legged hawks (and many others) have.

Unfortunately couldn't get it sitting.

Yes, I would say it is a immature light morph rough-legged hawk. Great photos!

Looks very similiar to the bird on All about Birds
