Need help identifying cormorant#38275

On the Canada Day long weekend I went to Vancouver. I was on the ferry ride back when in noticed this cormorant swimming and diving near the tswassen ferry terminal:

looks like a Pelagic Cormorant, thin dark bill, dark face
