Not a Goshawk, but a Peregrine Falcon, another cool bird.

Peregrines are here year round and are actually more common in winter. Your flickr page contains another photo labelled Peregrine Falcon that is actually a cooper's hawk in flight (img_6221).
Both species are big fans of the ducks around the ponds.
