That looks like a Glaucous-winged Gull.
The ring on its bill could be because it is young, or because it is winter. Some ways to separate Glaucous-winged from Ring-billeds is the Glaucous-winged's overall very chunky shape and fairly heavy bill, extensive smudgy markings rather than thin streaks (present only in winter), and light wingtips. Ring-billeds have very black wingtips. I think the wingtips on your bird are within the shade range of a "pure" Glaucous-winged Gull, but that doesn't rule out a hybrid ancestor somewhere in its ancestry.
